In reply to your telegram No. 194 of the 15th November, I have the honour to state that there has been considerable popular agitation in Shansi against the Syndicate. No riots have occurred.
I am seeing Ministers again at Wai-wu Pu to-day on the subject, and have been in constant communication with them.

Please see my immediately preceding telegram of to-day.
I have been informed by the Board of Foreign Affairs that a very strong telegram
was sent this morning by Prince Ch'ing to the Governor of Shansi.
In view of what had happened in that province in 1900, the Ministers fully realized
the necessity of every precaution being taken.
